it took 3 years for Sega to get off their asses and localize the game. I'm guessing Sega of America doesn't see a lot of profit in the series in the west so they made it digital to cut down costs and get 100% profit

Just buy a new one if someone who looked at it and had a clue (hopefully), recommended you to just buy a new one. If things have been burned out, you might be looking at more than a motherboard just to buy.

If you decide to buy a new one, I'd wait a while until we get all the PS Neo details so you can decide if you want to upgrade to that or stick with the base model.
