All it would take is 1 person getting the platinum to push the PSNP percentage up to 1% as well. That 1% could be a hacker. It could be a developer of the game. From what I've read, they're working on fixing it (so yeah, that 1% is probably hacked, or at least seems so). EDIT: This topic (impossible plat) is also on a thread of the EU version of the game.
