Games scan in from the API from time to time that get canceled, never release, or are trophy lists that were never meant to go up on the API (like the dev version of Playstation Home that was accidentally uploaded years after the service shut down). @ArmoredSnowman tried for some time to get the devs to make that unreleased/unsyncable list syncable but was never successful as far as I last knew. Anyways, just because a trophy list may exist locally on a console, or exist on the site, does not mean that they are always obtainable lists. The former situation in where an unsyncable local trophy list happens when games simply don't sync to the server and requires the dev/publisher to set the flag correctly to allow it to sync. You have likely experienced this from time to time with DLC where a DLC will release but the the DLC trophies aren't syncable until days later. This also happens if you have a review copy of a game and earn trophies prerelease. The later happens when a game is planned to release but was cancelled for some reason. The way these are labelled are correct as far as it can be proven and was discussed some months ago. This specific case of Fat City I believe is simply that it was never flagged to be syncable but ArmoredSnowman would know more on that matter since they've done that research.
