Okay so this is partially true there's 2 from stall vendor 1 from the quest early one where you save the store manager and talk to her then late game during coexistence route when you change based Nobu will give you 2 questions for the 4th figure

You get the IT witch figurine from nobu for answering the questions to be let in the new base. During the coexistence route.

 

Its the 2nd then 1st.

As of recent event you can no longer receive it witch maria figurine through vendors the only way to get this figurines is by following steps 

#1: Take coexist path when You choose to stay with Rui 

#2: After the game auto teleport You and Rui to new hideout Nobu will as you 2 questions answer them he will give u figurine. 

#3: Questions Nobu ask are "In IT Witch Maria,' who voices Maria(Answer: Mitsuko Shintani) the follow up question Nobu ask is "...Sure, but where's she from?" (Answer: Aomori prefecture.)
