I'm stuck at 99% too, 2 extra Data disk too. I think that i didnt buy the one of the guy who goes to the tower after buy the weapon upgrade. Even whit the 1.03 patch THERE IS A MISSABLE COLLECTIBLE. One Data Disk, talking whit Flip in Jofree Street and buy it BEFORE BUY THE GUN PLAN P.3.
