Can anyone install PS3 games on their Hong Kong account cuz I sure can't since october 1st. Worked fine 9/27

error code is 80029780. Something about reaching the limit of how many games you can download on a non-activated console.

Recommended solutions are changing email adress and/or waiting 7 days. Tried both, none works.

My console is activated, and this is my first purchase so it makes no sense.

Reddit users have reported this to happen on Malaysia and Singapore accounts to.

I had this happen a couple days ago and had to deactivate, then reactivate

 I think all asian accounts are affected by it. I tried to download from my hong kong &malaysia account, same error code as you. But my usa and spain accounts works just fine.

 

I tried 2-step verification, activate/ deactivate nothing works... Its sony so I don't expect it to be fixed anytime soon

Yeah, I highly doubt Sony would care about fixing this issue anytime soon, even after looking all of the possible solutions, and none worked, even I bought RDR Undead Nightmare bundle a week ago. 

But yeah my US account works just fine downloading stuff.

Same issue in a Brazilian account, and it started about the same date. Already tried to deactivate/activate, but nothing happened.

 

I've read somewhere to stay offline for 7 consecutive days, because the error supposedly resets each time you log-in and try to download content again. I'll give it a try, but it might be something on Sony's side, since there are some people reporting this issue starting in the same period.

Just got hit by this. I only realized after I purchased Lost in the rain. Funnily enough adding credit onto the account and purchasing content works flawlessly... now only if I could actually download it.

 

I've tried deactivating and reactivating the account, didn't help unfortunately.

Deactivation via web (once in 6 months) did not help either. Nor waiting in error screen for 15minutes.
Still looking for a solution. Trying to redownload AC Revelation DLCs

This error is affecting me as well (spanish account). I've read some forums but those don't help. Other people here have said that this is a recent issue with downloads, and all you can do is keep trying and trying. It's very frustrating, but if you keep trying it will let you download eventually. I can confirm this, as I've been looking for any free dlcs for the games I still have to buy, and faced this issue almost every time. It seems that after a while it lets you download things without issue, then the errors pops again.

 

I think the psnprofiles forum where I read about to keep trying was the one for having problems downloading ps plus vita games. The conversation changed from ps pslus vita games to vita digital content altogether. Which means that this is an issue on both ps vita and ps3. Maybe it's because of the credit/debit card and paypal removal. 

 

So anyway, keep insisting and it will download.

I have been pressing X and O for about 2 hours yesterday. I tried from the Download Managment menu, the store page of the game and also the Download List in the store itself. Would you remember how long it took you and which way you tried?

I have this error since two weeks ago in both Assassin's Creed Brotherhood and Revelations. Not only me but my friends.

 

Tried downloading by store, XMB menu and even in-game menu. Also tried disabling all devices with both web and console. None of this worked.

I have tried those methods and it still said the same error happened with the install. So I have been using the store pages only.

 

It feels longer than it probably is, so less than 10 min of trying and trying and trying.... per individual download.

Been going at it for an hour now with a turbo controller and nothing yet. Tried from both the game's store page and the download list from Account Management. Really kicking myself right now for not having just downloaded all my HK games beforehand!

I believe that as most people in this thread the issues comes from trying to download Assassin's Creed Brotherhood and Revelations Free DLC from HK Playstation Store, correct?

I 99% already got those downloaded back in 2019 after my hdd corrupted for the last time, but I decided to check if I could download then or not using my HK PSN account: All Assassin's Creed Brotherhood DLC were all able to be downloaded flawlessly in the first try, but any of the Assassin's Creed Revelations DLC give the same error from thread title (Error 80029780). To be honest, I kinda used to having error whenever trying to downloading something from Playstation Store circa 2016, getting error like these over and over and the only solution being keep trying until it actually starts downloading.



I'll be checking my other 2 accounts (Brazilian main and an US alt) to see if I find any problems on DLC or full games, but I don't think I will find any problem since I actually downloaded stuff from both accounts after the date mentioned in the original post.

 

US account is pretty fine, no errors at all.

Brazilian account still show error mentioned in the above paragraph (Error code 8071040C). It takes some tries before it lets you download the file.

I have games that were purchased on my HK account and they won't download. Been trying to grab Sega Rally Online Arcade for hours and nothing, just the error message over and over.

 

EDIT: It seems that free things like avatars, themes, and probably some free dlc don't have problems because they don't require activation to download. I have PS+ on my HK account and PS+ free themes will NOT download at all. Regular free themes have no issue.

 

All of my paid dlc and paid games all error out.

So if you buy Rain game in Hong Kong psn it will give trophies for Lost in the Rain ?

Well, not now since you can't download the bloody thing, but yes. The game itself is called Lost in the rain in the HK Store.

Does this issue possibly related to the root certificate which was expired last month? Funny how I can download from my US alt account but not my Asian account. Seems like regional. 
 

How can we escalate to Sony to resolve this problem?

So i had this same issue with not being able to download games. The solution seems to be with the account activation on the consoles. 

 

Go to playstation.com and sign in with your PSN ID you are having problems with. go to the 'Account Settings' > to the tab "Other Settings in the bottom left-hand side and select "Device management" it will then ask you to sign in again so input the account password again. Click "PlayStation Consoles" in the bottom right-hand side there is a button that says "Deactivate All Devices" press this and it will remove all consoles from the account. 

 

Then return to your PlayStation 3/4 & PS Vita and sign in again then 

 

PlayStation 3 (do it on the console) 

Go to PlayStation Network Icon > Account Managment > System Activation > Activate > Game / Video 

 

PlayStation 4 (do it on the console) 

Press up on the left analogue stick  Go to Settings (tool box) second to last on the right then select "Account Management" then "Activate As Your Primary PS4 > "Activate" (if issues still are happening on PS4 then press "Restore Licences" 

 

PlayStation Vita (do it on the console) 

Go to "Settings" (toolbox icon) select option "PlayStation Network" then sign in if needed go down to "System Activation"  then select "Game" the press "Activate" 

 

Depending on which console you are using you should not successfully be able to download games, films and other digital content without any issues. 

 

This process removes any old consoles you may not use anymore which are still activated, for example you bought a PS3 and it broke or you sold it and forgot to deactivate your ID and it may be causing conflicts with your new PS3 console.

Unfortunately deactivating all devices does not work for me. Same issue experienced on Vita. I can’t download anything from my Asian account but no issues with US alt account.

Nope, this didn't work for me. I deactivated my HK account the way you comment and I still can't download the content that I bought on my PS3.

Have you made any real purchases on your HK/Asian account? I have PS+ and multiple, actual game purchases on my HK account and doing the device deactivation method does NOT work. Please make sure to specify for others, in case they're wasting their time in doing so.
