Having Trouble Getting Lcnce n Rgstrtn pls (Bust 10 Racers in a Mustang)

So I have been driving around in the ford Shelby GT500 (Which i have heard IS the mustang I need to be driving) And have been busting racer for well over an hour and for some reason It isn't popping up

 

For those that don't know Lcnce n Rgstrtn pls is awarded for when you play as a cop and bust 10 racers while driving a mustang.  But for some reason it isn't popping for me. 

I have been looking online and I have seen no body have issues so what am I doing wrong. Can anyone help me? thank you

I just got it today, I used the same car and did some hot pursuit events and it popped. Not sure if it has to be done in an event but that worked for me.

Just an FYI, I got it while driving a Ferrari and busting a Mustang. It might pop while busting others who are driving Mustangs, rather than being the driver OF the Mustang.
