Level scaling Question.

  I'm asking this for a friend - as he doesn't have an account here - 
he recently got into The Division 2, And I had joined him for a few hours with my higher-level character, everything was scaled to his level (18 at the time) got him to level 23 then i left.

he has since gone back to the game, at level 23, but Everything he is facing is now level 40, he is unable to progress, or really do anything with-out getting destroyed, or running out of ammo well trying to kill 1 "basic" mob.

is there any way to reset the A.I Level or rescale it to his level?

 I personally don't recall ever running into something like this, but I also mainly played solo till the end game.

Pretty sure when you're viewing the map in the top corner there's a button (hold Triangle maybe?) that lets you set the World Level.

Hopefully, that helps.

Ya I thought that was well.

Friend said that was only calling for help 

Most forums I found talked about world tier, but that involves endgame access or lv 30 to unlock.   Afew 'screenshots I saw online showed 'x world teir' in bottom left map.

 

Friend only has fast travel. Rb lb toggle and triangle to call for help.
