Decloak before firing.

This tip singlehandedly made Delta difficulty a breeze for me. Normally, shooting while cloaked drains your battery, however decloaking is instant and you can fire right after hitting the decloak button, meaning you can kill a soldier or three, then instantly recloak and run away somewhere else. The only thing to note is that getting shot drains your cloak, so you want to make sure you're not about to be shot at by an entire group unless you have cover right next to you.

 

But besides that you can basically just cloak, shoot people, recloak, repeat 2-3x until your cloak drains and then you just find a bush or wall to fully recharge behind. You don't even need to move particularly far before decloaks; sometimes I would literally just go a few feet and decloak again.

 

Shield is basically useless (except against the aliens, but even then...), in Delta you'll want to be using cloak almost exclusively against human enemies.
