Do you have to jump off a ramp on top of the worker, because I can't seem to run them over by rolling straight through the obstacle in front of them? I just die. As far as I know you can only get this as early as the Downtown location (you will need to complete challenges to unlock new locations). The road workers will be standing behind orange cones, signs, etc. You may have to nitro through the signs to get one but you can just run over the cones to hit them. The workers are wearing green.
