This is a rough estimate of the spawns for the special targets.

Farm, agent usually spawned in main farm area in the last 30 seconds of round.

 

Rockwell, cow usually spawns behind the barn to the right of the fair in the last 30 seconds.

 

Santa modesta, mayor spawns either at gas station or motel about a minute in.

 

Area 42, armquist spawns in the first 30 seconds in the 3rd hangar on the left.

Union town, warlord seemed to spawn in an alley at the end of the first road in the first 30 seconds or so.

 

Capital city, the president spawned by the gazebo to the right of the horse statue in the first 30 seconds.

 

Now all this is estimated from my experience of getting this trophy and can turn out different for you.

And spawns aren't always guaranteed.

No, you have to be the one to grab and throw it into the beam.

The area 42 armquist can also spawn on the way h tower on the airfield where u start, up on the water tower about mid map and on the 2 story building just north of the water tower on the second floor facing away from the water tower

Here are my findings from the last session:

Farm - Agent is almost always on the road by the water

Rockwell - Green cow is almost always hidden in the woods, sometimes out of bounds*

Santa Modesta - Baseball Field, or around the neighborhood with little houses

Area 42 - Falling from the sky is actually the general sitting on the towers, can be the airport control tower or one of the water towers

Union City - Warlord has a green suit with war medals attached to it, usually around 3-4 red consecutive building on the outskirts of the town

Capitol City - President is by far the biggest mess. Can spawn right at the beginning of the match next to the Lincoln statue or in a random park, next to benches and gazeebos.

 

* - Cow is the only special character that mustn't be dropped. It explodes. Others are fine even when delivered dead.
