How does it work exactly? do i need to collect at least 30 parts for it to work?

According to the Guide, the glitch automatically kicks in once you collect 30-40 Spare Parts:

Fortunately, there is a helpful glitch with the spare parts that makes collecting them far easier. Once you collect 30-40 of the parts, the game will begin to register previously collected spare parts just by travelling near them so you can just fly a helicopter over the parts you already collected, save and quit, then restart and repeat until you unlock 100 spare parts in the statistics screen of the PDA, though you will probably end up with more than 100.
