The stacks are EU and NA but knowing this developer, there could also be Asia, JP and Korea stacks coming in the near future if they haven't changed their release strategy.

PSN is getting hammered right now, due to all the Christmas traffic so all you can do is twiddle your thumbs and try again later but if this specific problem doesn't correct itself in a few days, contact the publisher and let them know there's an issue.

Have you tried adding to your wishlist via the browser, then purchasing on the system from the wishlist?

Some PS4 games are difficult to buy directly from the store now, so this appears to be a bit of a workaround.
