I can not remember what code levels unlock but if you can not seen the right to buy them then all I can say is keep playing the game.The game also forces you to build them as part of the requirements for certain codes and obtaining the rights to level up the factory in the higher codes. If anyone else needs help: they are under your start menu, facilities, you should have all 4 unlocked by the time you have reached CODE 4.
