You have to unlock the specialization by purchasing it with a specialization point. You get one when you reach lvl 7 and another one when you reach lvl 14. When someone teaches you a specialization, it becomes available for you to unlock. Btw the Bard specialization is prety much worthless. Assassin and Duelist are much more useful. Zevran teaches the Assassin and you can learn Duelist from Isabella at The Pearl in Denerim. Ranger can be purchased from Bodahn Freddic at the party camp for 15 gold.
