The first cover displayed is the original cover when the game first released. After sales did not meet the expectations or same success as the first GTA game, Take 2 decided to change the cover due to it being possibly 'misleading' just having "GTA 2" on the front, being that people wouldn't know that it's the sequel to Grand Theft Auto unless they were familiar with the first game. With that being said, the game was reprinted with the second cover, having "GRAND THEFT AUTO 2" and also looking similarly to the first games cover, rather than just "GTA 2" on the front in an attempt to boost the sales of the game. Fahrenheit/Indigo Prophecy is one of many examples. I don't know if this still happens with PS4 games but especially in the PS1 and PS2 era it was very common to see a game having a completely different cover and logo when they were released on other regions (PAL or NTSC). About GTA 2 I guess they changed it for the PS1 release? or again it might be a region-related thing.
