Otherwise when you're lighting the pyre after acquiring the fire alternative ammo for your bow. For me, I did it by Jonah spot (Ridgeline), and ran parallel to the dive board and jumped and immediately pressed L2 to dive. I write this, because the board didn't work for me. I tried running off the dive board dozens of times, and it would only let me go feet first. And it seems a common occurrence, even as way as 10 months ago for Xbox! If you don't use the diving board, you can still jump off just to the side of it and pressing L2 will put you into the dive animation. Otherwise I would also only get the feet first animation.
