This used to be the case, it now does contain ALL DLC so the game can be completed 100%. I brought it in the Black Friday sale for £15.99 and can confirm all the DLC is there. Good to know, when i got the Premium Edition that was on sale some times ago it didn't give me the DLC, but thankfully i had a code from a friend so i was able to 100% it.
