'Disruption' Van Music not playing

Hi guys. I'm doing the asset mission Disruption and the Ice Cream van music won't play. Could anyone help?

Save the game and pick up a new Mr. Whoopee. This happened to me and that fixed it. If it doesn't fix the issue, save the game, quit and load the game.

I also noticed when playing that if you get in a Mr. Whoopee and exit the vehicle, then you get back in and try to make the mission work it won't start. Like if someone pulls you out of the van and you go back in it won't work. You just need to get a completely new Mr. Whoopee.

Ah, that's weird. I guess PS2 Games will be buggy at points.
