Cant finish year 2

I have a problem with the roulette and I don't get how it works. But Bogen isnt downstairs in the casino for some reason even though I've freed the bee, talked to Maximino, got the dogtags, the tools for Glottis and went back to the boat for the cutscene with the captain I think I've done everything in the chapter but can't move on.

I wish I could remember this game since I only played it a little over a year ago but I'm afraid I can't help you. I recall been "stuck" at this phase of the game too but there was something or somebody I forgot to do or talk to that prevented me from moving on. Here is a walkthrough that I found helpful. Look through it and see if you see something that you hadn't done in Year 2. That is probably what is preventing you from moving on:

I'm using that now. The metal detector is still in my inventory so I'm presuming that's the problem or I don't know if I have to use it

I imagine you are right. According to the guide you are supposed to hand the metal detector to Membrillo just after you have obtained the "Manny, we've given up. All of us" trophy.
