Yes, as long as the kill is registered as a lance kill (not horse kill), it counts.

Is the Lance also available in other maps or is it only for Tsar maps?

 

I haven't really played in other maps this week.

I hadn't tried using the lance on the old maps, wasn't sure if it was available there.  Glad it is though because none of the new maps are very good for horse combat and the horses are very clunky to begin with.
