If you're going by the Arkham series I would put Cameron Monaghan, he's the "joker" from the Gotham TV series and was the only thing I liked from the season he was in. I stopped watching after the 3rd so I don't know how he is now Edit: I would say put William Defoe for joker now that I think about it, he was great as the green goblin. But the writer and director at least tried to stay closer to the source material than original movie. So Idk if its better acting or directing. Also....stoic bald guys isn't as taxing to portray as some of these other roles are so a lot of people could fill this role, as previously mentioned "The Joker". Nathan Fillion for Nathan Drake.
