I think since the game was released you can obtain it offline. So yes, You can, Just get 4 controllers at other person and try to get it. I read it must be in a full lobby online game and your 4 controlers must place 1st,2nd,3rd and 4th in that race. Edit. I just found out one of the patches for the game made it achievable offline but you must drive 4 players yourself.
