Nope. I tried this a long while ago to get a Japanese app onto my Vita for my main account and it wouldn't transfer over because the account that purchased the app (it was free, but I digress) and the account that was on the Vita did not match, so it would not go ahead with the transfer. Even if you could do it somehow, it would then fail after trying to authenticate the license to use the software since the alternate account would not be on the Vita, thus it could not authenticate it from there.
