Well, it's debatable as to what the best card actually is (I'm quite fond of a few spy cards such as Avallac'h) but you would have to beat a NPC or finish a particular Gwent quest to get it. There is a group of them that you earn as rewards for beating a new shopkeep for the first time. Some cards are fixed and you need to beat specific NPCs to obtain them, with many of them being playable only when on a specific Gwent quest. Depends, a Monster deck has no access to spies except for Avallac'h, and it's a swarm deck so it doesn't really need spies. Also because you may draw with the spy card two monsters that you could've mustered from the deck, and will therefore play them from your hand in a single turn, losing the cards advantage that spies give you. Hence why there isn't a "best" card really. One could say that Cerys is the best card in the game, but use a Scorch, or Villentreten, and it's quickly countered.
