The next major patch will have some pretty fundamental changes to the game client. The number of back-end changes we’re putting in is substantial enough that we can’t just patch over the current content efficiently. As a result, when the next patch comes out, the client will fully reinstall itself to handle these changes. We know that this isn’t ideal for people on metered connections, so hopefully this announcement helps you prepare for this coming update.

As the forum threats says here, the next major patch (which obviously when the upcoming hero Ashe goes live) will require a full reinstall of the game when you update the game.

 

I know the inconvenient, but this isn’t such a big deal since it’s an online multiplayer game afterall.

Saw this was the case for their PC userbase and wondered what they'd be doing to manage that on console. To be honest, if they're going to streamline the space you need for the game's data then imo this is convenient rather than inconvenient. A game like this with all the constant updates you need in order to play just ends up bloated game data (even if in Overwatch's case, it doesnt really take up too much HDD space). Seeing them reset will actually be pretty helpful, as long as the required game data space is less than it currently it.

This is new. Dont think I ever in my lifetieme experience this type of patch in need to reinstall whole game. This is going to be big!

This, from what I understand Overwatch is already relatively small for a AAA game.  Warframe had to do a reinstall for optimization purposes recently and it was huge (although better than it was prior to reinstall).
