Most if not all games can be in a better state via patches to iron out certain bugs/glitches, but this game looks like a complete disaster in its current state. It will need a bunch of improvements and changes to be worth a purchase, sort of like vanilla Destiny or the Division. Bethesda even mentioned in an article that this is the starting line for the game and they'll add to it as it goes on. They also pretty much said that they want players to be their bug testers.
