"Monkey Business" mission won't start

As the title says, the monkey business (AKA, the post-Paleto score heist)  FIB mission won't start. Every time I drive up to the mission marker, it tells me that the mission has been "disrupted" and that I need to come back later.

 

This is the second time this happened. The first time it happened I thought it was because I activated one of Michael's phone therapy sessions beforehand (I did stop and let it play out though). 

 

This time, nothing. I switched to Franklin, who was on his way to the mission, turned around, did a side-mission and a random event, then went back. Absolutely nothing could have "broken" it.

 

Anyone ever encounter this before as well? Anyone know how to fix this?
