144 Cigarette Cards, but cant mail a set

I bought premium cigarettes from the general store. Mailed 3 of them, returned to general store to buy more until the compendium said 144/144, then was only able to mail 8 of them. 11/12 altogether. I did not sell any cards to the fence. I noticed that I still see the x/12 notification for sets when I buy more cigarettes even though the compendium says 12/12 and I have already mailed them. Also, I have not received the Collector's Item trophy for getting 144/144. Im guessing it didnt pop bc the game still thinks I have not completed the strand. What should I do?

I just kept on buying them occasionally checking in my satchel how far I am from completing a set. Once I got 12/12 for all sets, I mailed them and on the last set mailed the trophy popped, and the quest completed
