Just wondering because all the forums I went through had people in the 40-50lvl range saying it took longer to get as opposed to characters in the 70-80+ range. Should be 3% chance without Thief Cuffs and 6% with regardless of level. Level would only really matter if you are having trouble staying alive against something with only a rare steal.
