Any weapon that you've met the level requirements for, and all of their stat upgrades. The second holster for dual-wielding pistols. Horses and saddles. Tools like the binoculars, the fishing pole, and fishing lures. There's very little in the way of cold-proof outfits in multiplayer, so you have to combine an average temp jacket with the Worn Sweater, something not available outside gold bar purchase until a high level; the snows around Colter are prime hunting and fishing grounds. Hunting and fishing are still the most profitable activities, so a Bolt Action Rifle and scope is required to get perfect pelts from big game like elk and bison. I'm only just now seeing people graduate from the default Repeater Carbines out in the frontier. If you don't have the patience to hunt for cash, gold bars can purchase most of what you need, and the majority before you've met the level requirements. Got so good at it that I got advanced (free-aim) solo down to a science, like calling your horse before opening chests to get faster times and chucking dynamite down from the ridge. Two of the story missions in online require Dishonorable morality to start. There's a way of lowering your morality in Saint Denis involving a ladder and lawmen, but this requires a lot of ammunition and attracts the sort of spectator a low level character with a Repeater Carbine isn't equipped to handle.
