Basically you cannot stand still for more than a second or two versus Shroud. You get a little window between explosive mists that you can use to heal or cure status ailments. It's not a fun fight since the bastard teleports around so much. Sometimes he would appear right in front of me when I entered the area so I could DPS him down some at the start and other times I wouldn't find him until I had already used all my heals. I'd suggest putting the Hot Shot mod on your highest damage weapon and the mod that outlines enemies for you on the other weapon. 

 

Enemies do not get any stronger than when you first encounter them so leveling up and upgrading gear definitely makes a difference.
