They go through all the effort of dubbing the entire game and then decide to lock the English versions of the songs behind a $90/90€ paywall. Oh, and one more thing: The DLC sets can be purchased separately in Asia, so I assume it will be the same for Europe and North America. The complete Song Set for example costs 2,480 Yen in Japan, which is roughly $23 or 20€, while one of the song packs alone costs 800 Yen (~6.45€ / ~$7.46). The full Japanese DLC list can be found here, while the one for Hongkong and other regions can be found here.
