For example, this is a price graph for Rayman Origins PS Vita: Normally there wold be 2 sales per year but there was no sale since last Christmas. As for NA Sales, the last good vita sale was last month. I managed to pick up both Criminal Girls. Before that in August, I scooped up all the Sword Art Online games. Btw, the Christmas sale lasted for about 2 - 3 weeks. It filtered it gradually after each new week. As for EU, I've heard of the declining sales. Not sure if they are hiding them like they are on NA. But, you can always try your luck with Amazon or Ebay to make up for it. I think Sony has either stopped updating EU store or has just discounted them poorly, in comparison.
