That character will also be part of Champion Edition though. Not really sure if they are still going to add more content to the game. The fact that they most stages and costumes (with the exception of the Capcom Pro Tour stuff) makes it seem like this is it, and they are going to concentrate on SF6 instead.

Personally I wouldn't mind if they just ported 5 over to the next gen and keep adding on top of that until they really have every fighter from every Street Fighter ever.
