“Superior Research” not popping; what did I miss *this* time?

So, yeah, like it says, Superior Research didn’t pop when I thought it should have. I’ve got Kits and Modules under R&D currently at level 15. I even received the “R+D - Expert Technologist” in-game accolade for doing so. I thought that was enough. But, given that I missed something for the last two trophies I though I should’ve gotten, I figured I should check in here about it before trying to level up another R&D category from scratch...
