BlackSabre500 Posted March 25, 2020 Share Posted March 25, 2020 (edited) The game is not out for me right now so i can't get much info, but this is all i can find about leveling up "Each special move has its own star rating, which indicates the power of the move, along with being able to level them up." I don't know if this is will help, i tried... Edit: After doing some more research it looks like it's under the Growth Map, it looks like you have to use Beli to unlock the upgrades.
