Thanks Is that the ground domination skill, If it is I had trouble with it, once you buy the bonus skill for ground domination make sure it is equipped and the mission should show up then. As I bought it and thought it was equipped but wasn't and they mission showed locked but once equipped it was possible to access it.. Hope this helps...
