Post Game World Combat Levels Glitch?

I finished the game, plus Final + Secret episode and to my understanding this will make the combat levels in the worlds go up. Continued with Terra to grind a few levels for beating the secret bosses and all the world combat levels were indeed higher. But with Ventus and Aqua all combat levels are still the same. I would like to grind at Radiant Garden but with a battle level of 6 that would take ages. So is this is some sort of glitch? Any way to fix this? 
 

Edit: So after some internet searching I found out getting the battle levels to increase is the glitch and the combat levels are supposed to stay the same. Ah well, I guess grinding some levels will take a little bit longer.
