Do you think we’ll finally be able to change PSN region with PS5?

No they weren't, they were banning systems and suspending accounts their systems identified as possible hacking attempts.

 

They won't do anything about multiple regions on one system. People move all over the world these days and you still can't change your PSN account region. There's no way to tell the difference between that and people having accounts just to buy different regions games, at least not in a way that would be practical to do so

Can't see any reason for Sony doing so unless laws are put into place that would put Sony at fault for what their userbase does or it begins to affect their bottom line.  Steam is the most strict about enforcement of regions because they actually have ways to work around a game not being available in a user's region so most often people pretending to be in another region are doing it for lower prices.  The reason for this is because Steam has made great effort to reduce piracy of PC games by making games more affordable and available, and part of that includes some regions having much lower prices than others.  On consoles this isn't as huge of a problem because piracy is not as easy as it is on PC since you can't just download a game on the net and have the ability to play it on your console.

 

The buying and selling of accounts is another beast entirely.  While the terms of service does forbid it, what most people don't know is that it's more to close a loophole for hackers.  Without that bit, a hacker could claim they were given an account and Sony would have to determine who has the legal claim to the account and that could lead to cases like that going to court rather than being resolved in house.  By having that in the terms, they just have to determine if the person claiming their account was stolen is the person who created it.  Also realize that the majority of accounts being sold are stolen and one should consider an account for sale to be a scam.
