My best guess is that 1% is for games that are the following:
- Online-only games you cannot play anymore

- Games that require special accessories (examples: Skylanders series, Guitar Hero Live) - VR Games *are* compatible with PS5, though.

- PlayLink games (Singstar Celebrations, That's You!, Knowledge is Power) - UNO and Ticket to Ride do not require an app, though.
