From what I read, it is a 30 years window before the Specter/Wraith will appear. At 2292, I had a fleet of about 40k... and waited... nothing. I remember the event screen saying that the Pulsar event would end at 2335, so again... I built up and waited... nothing. At 2347 the Specter finally appeared. I had a fleet strength of about 220k and the Curators confirmed that I was going to blow it away... The Specter crossed paths with a Marauding Empire fleet and was destroyed (their fleet was 11k).
