Circles not appearing

I've made a huge mistake by not checking for new circles regularly during my playthrough. I've beaten the game and got a (clear) save game. But I still need a lot of circles.

 

I've been playing free missions for over an hour now but I havent gotten any new circles. Is it still possible to get all the circles after beating the game? Are there any forrequirements for them to appear? Or do I need to start a new game?

 

Edit:

Well, I don't know if I was having bad RNG with the free missions. But I ended up replaying (and retreating) the final mission and so far been getting new circles every other mission.
