users banned from the forum using alt accounts

let's say a hypothetical situation where a previously banned user from the forums is identified using a new account. will he be banned again? that is, he must remain anonymous because if they know who he is, he will be ostracized? not just a mere account, but his person.

If someone who's previous account was banned is found to be using a new account to access the forums, they will have that new account banned also. Doing that is ban evasion, and not banning the new account makes banning the previous one pointless.
