I'm confused. (HDR question)

I don't have a 4K TV, but the game is forcing me to turn HDR on (I'm on PS4). The settings for it are confusing (I've seen videos for it, doesn't help), and because of this the game is super dark. I can barely see anything. There's also an in-game adjustment for "light level" and "brightness", but adjusting those doesn't seem to help much. The instruction for adjusting HDR in the system setting is very vague (just says to make the logo barely invisible three times), but when I do what it says that makes not only the game dark, but my menu dark as well. Am I doing something wrong? I tried turning off HDR, but the game forces it to be turned on when the game is booted.
