Have patch 1.22 installed but special operations not showing

I got all Simeons wishes and did some missions and was able to do a special operation but when I finished it was gone and I am unable to request more from the window of liberty. Am I missing something?

 

edit: so even though i have the patch it just gives a random special operation every 5 missions. I started this game completely offline since the shutdown im not sure if never being able to grab the citizen’s voice is why but i can confirm this game is solable completely offline.
