No more customers arrive

I'm at reputation level 7, 94 % and there wasn't any customer for about 2 ingame days now. There's also no car passing by on main street. I guess the road is blocked on both sides as there's even no delivery truck arriving at the fuel station. They get stuck at about 458 meters in one direction and at 321 meters in the other direction. Unfortunatelly I can't walk this distance in any of the directions. I tried to reset everything but nothing is changing except the progress on reputation level. I restarted and even reinstalled the game, I also loaded an old save game and started a new campaign, but it still doesn't change anything. Any hints?
