Can't get game to start up

I just received the game today and no matter what I try I can not get the game to boot up, I've tried disconnecting from the internet to boot it up like suggested but I still receive the same error code everytime. I know it's not the disk because there isn't a scratch I can even make out on it, if anyone has any other solutions to get the game to actually boot it would be very appreciated. 

 

I should note when the disc is in the console it reads the game and shows on the xmb with no issue, I just can't get the game to actually start
