Dogtown gate "no entry" bug

I am far enough in the Dogtown story to be able to enter and exit Dogtown through the gate, and this worked a couple of times.

However now I'm not allowed to enter and exit anymore, the gates say "no entry". No hostiles, nothing. I see a lot of people complaining about this bug for months, but I can't find any solutions.

Does anyone here know how to fix it? I keep failing the car stealing missions because I can't drive through the gate.

I already tried killing the guards and leaving and coming back but this didn't fix it.
