Kinda, see, if you bought the PS3 version you'll be able to download the ps vita version, the ps4 version isn't crossbuy, but if you have the ps3 version you'll only need 5$ to upgrade. So, i think it's better buying the ps3 version and upgrading to the ps4 for 5$ (PS3/PS4/PSV) for 25$, rather than buying the ps4 for 20$ and wait for the ps vita and spend more money.
